11 best rooftop bars and restaurants in Lisbon
If you’re a fan of rooftop bars, Lisbon is the perfect destination for you. Because it’s such a hilly city, it’s packed full of rooftop restaurants, bars and terraces with incredible views.
From stripped back industrial spaces to refined luxury terraces, there’s rooftops bars and restaurants to suit every budget in Lisbon.
I’ve visited Lisbon 3 times, and I always pop into a few rooftop bars whilst I’m there. There’s nothing better than relaxing in the sunshine, cocktail in hand, looking out over the beautiful rooftops of the city.
The best rooftop bars in Lisbon
From intimate spaces to sprawling rooftops with outdoor cinemas, these are my picks of the best rooftop bars and restaurants in Lisbon.
1. Mama Shelter
Address: Rnet 10236, R. do Vale de Pereiro 19, 1250-270
At the top of the Mama Shelter hotel, you’ll find an incredible rooftop with panoramic views of the city.
If you’re not familiar with Mama Shelter hotels, they’re known for their bold colours and vibrant prints, and their design extends to this rooftop. There’s patterned tables, brightly coloured chairs, and loads of plants to add greenery to the space.
This rooftop is huge, with plenty of seating options, including large day beds perfect for sunbathing on.
They have loads of cocktails to choose from, as well as wines, beers, spirits and soft drinks. There’s also an extensive food menu, with snacks like garlic bread, tacos and chicken wings, as well as pizza, salads, burgers and desserts.
I had the burrata salad and nachos on my visit, as well as a Paloma cocktail and everything was delicious.
2. The V Rooftop Bar
Address: R. Rodrigo da Fonseca 2, 1250-19
The V Rooftop is at the top of the Vintage Hotel, and although it’s the smallest rooftop on this list, it’s one of my favourites because it has such a relaxed atmosphere.
They serve classic cocktails alongside mocktails, spirits, beers, wine and soft drinks, and the staff are happy to make something off menu if they have the ingredients (they made us baby guinness shots when we visited for my friends birthday).
Speaking of the staff, the team here are so lovely, we turned up as a group of 9 and they reconfigured the seats so we had a table together, and we ended up staying for the whole afternoon, relaxing and enjoying the views of the city skyline.
They have a small food menu with dishes like chicken skewer, burgers, salad and chicken wings, plus a few dessert options.
The rooftop is mostly covered by canopies so there’s always some shade, and they even have mist sprayers to keep you cool, which is a very nice addition in the summer months.
3. ICON Bar & Rooftop
Address: R. da Junqueira 65, 1300-343
Located on the top floor of the Hyatt Regency Lisboa hotel, ICON Bar & Rooftop has panoramic views over the Tagus River and the incredible Ponte 25 de Abril, the large red suspension bridge that dominates the Lisbon skyline.
The rooftop is located in the historic Belém neighbourhood, so you’re a little further out of the city centre here, so I’d recommend popping in for a drink after a visit to the nearby LX Factory – a collection of independent bars, shops and restaurants that’s only a 5 minute drive from ICON.
They have an excellent drinks menu, with a selection of cocktails, local wines, spirits and even sangria punch bowls for sharing. They also have a small snacks menu which includes dishes cheeseboards, charcuterie and oysters.
If you’re visiting on the weekend, they often have DJs playing on the terrace.
This is one of the more expensive rooftops in the city, with cocktails costing around €18, and there is a minimum spend of €20 per person.
4. The Terrace at MEMMO Alfama
Address: Tv. Merceeiras 27, 1100-348
This rooftop is at the top of the MEMMO hotel, which is located in the Alfama district, one of the oldest neighbourhoods in the city.
It’s definitely not a rooftop you’ll just stumble across, as it’s located down a small alley, tucked away from the main streets. But that means it’s often pretty quiet, so it’s definitely worth stopping by for a drink.
You’ll get beautiful views over the Lisbon rooftops, and out to the Tagus River, which flows through Spain and Portugal and meets the Atlantic Ocean in Lisbon.
They serve a delicious tapas menu with dishes like croquettes, bruschetta, and salads, as well as a selection of main meals and desserts. And of course, there’s an extensive drinks list with a variety of wines, sangria and beers.
There’s a really good selection of cocktails here, they have most of the classics, as well as few speciality cocktails.
One thing to consider here is that there are often very large cruise ships docked on the river in front of the hotel, so your view out to the river is largely obstructed during the summer months when the cruises are more frequent. However, the view over the city is absolutely beautiful!
5. JAVA Rooftop
Address: Praça Dom Luís I 30, 1200-275
Java was the first rooftop I went to when I first visited Lisbon a few years ago, and it’s the place I run back to on every visit. It’s located across the road from the Time Out Market which means it does get very busy, so I’d recommend booking a table if you can.
That being said, we turned up without a reservation as a large group and managed to get seated fairly quickly, although it was mid week so that probably played a factor.
There’s a beautiful inside space, with a 360º terrace that wraps around the restaurant. What I love about Java is that you get views of the sea and the city, depending on where you’re sitting.
The food here is exceptional, they serve a Mediterranean menu and every dish is packed full of flavour. And for drinks, they’ve got all the classics (their espresso martini was the best I had in Lisbon), as well as wines, spirits, beers and soft drinks.
6. Cafe da Garagem
Address: Costa do Castelo 75, 1100-178
Although it’s technically a cafe, I can’t write a list of the best rooftop bars in Lisbon and not include Cafe da Garagem.
The cafe belongs to a theatre called Teatro Tabardo, and is designed with a long glass window overlooking Lisbon.
Outside there’s a large terrace perfect for sunnier days, but my favourite seats are inside, right in front of the window. The individual windows open up so you get uninterrupted views over the buildings of Lisbon.
They serve quite a large selection of food, including nachos, soup, hummus, cheese boards, salads and desserts.
There’s a cosy and relaxed vibe here and it’s the perfect place to spend a few hours reading a book and relaxing.
7. Topo Martim Moniz
Address: Centro Comercial, Praça Martim Moniz Piso 6
Topo Martim Moniz is located on the top floor of a shopping centre next to the Martim Moniz square. The shopping centre itself is a little tired looking, and the lift to reach the rooftop is just about the slowest lift I’ve ever taken, but this rooftop is a real hidden gem.
There’s a large indoor space with floor to ceiling glass windows so you can take in the view, plus an indoor bar and even old school arcade games for you to play.
Outside is another large space with an outdoor bar and plenty of space to sit. The views here are incredible, probably my favourite view out of all the bars on this list. You get views over the beautiful Lisbon rooftops, and the incredible São Jorge Castle.
They have quite an extensive food menu, with a variety of burgers, as well as sharing dishes like nachos, chicken wings, tacos, gyozas and spring rolls.
On their drinks menu you’ll find classic cocktails, wines, beers and a large selection of spirits. Expect to pay around €9-€14 for a cocktail here.
DJs play every night here so there’s always a really good atmosphere.
8. Carmo Rooftop
Address: Terraços do Carmo, Largo do Carmo, 1200-288
Carmo Rooftop is located next to the Santa Justa Lift, and I’d actually recommend coming here instead for pretty similar views. It’s free and you don’t have to wait in the long queues to go up in the lift.
Carmo has a pretty extensive food menu, with tapas dishes like shrimp, carpaccio, padron peppers, bruschetta and hummus, as well as pizza, burgers, salads and desserts.
They also have a brunch menu and the option to add bottomless sangria, beer or wine for 2 hours for an extra €15, which is pretty incredible value.
For drinks, they have wine, beer, spirits, soft drinks, and a selection of classic and speciality cocktails.
This rooftop is huge and it doubles up as an open air cinema, so if you’re in Lisbon when they’re showing a movie I’d definitely recommend grabbing tickets.
Other rooftop bars in Lisbon
Here’s a list of a few other rooftops in Lisbon that I’ve got on my list but haven’t visited yet.
SEEN Sky Bar | This rooftop bar is located on the 9th floor of the Tivoli Avenida Liberdade Lisboa hotel and has incredible panoramic views of the city. It’s one of the more expensive rooftop bars in Lisbon, with cocktails costing between €16-€25. They also serve a selection of snacks like lobster bun, wagyu burger, oysters, carpaccio and sashimi. This isn’t the place to go if you’re on a budget, but it would make a really special date night.
Park | Park is one of Lisbon’s most popular rooftop bars, located on the 6th floor of a car park. It offers a very relaxed atmosphere, with an urban garden design – there’s lots of plants and laidback seating areas. It’s great for watching the sunset, and there’s often DJs playing here.
LX Hostel | The LX Hostel rooftop overlooks LX Factory, so I’d definitely recommend popping in for a drink whilst you’re there. It’s really relaxed, with comfy seating areas, and a selection of cocktails, beers and wines.
Rossio Gastrobar | This rooftop restaurant is located on the 7th floor of the Altis Avenida Hotel and has incredible views over Lisbon, and the São Jorge Castle. It’s one of the more luxurious rooftop bars in Lisbon, with dishes like oxtail croquettes, caviar, and crab samosa on the menu. There’s only 13 cocktails on the menu, each one carefully chosen by head bartender Flavi Andrade.
